הנידון: חוזר חדש בנושא לידות בית ופגיעתו החמורה בזכויות נשים
שלום רב,
הגיע לידיעתנו כי בימים הקרובים עומדים להגיש לפניך הצעה לחוזר חדש בנושא לידות בית. אנו- ציבור היולדות, הנשים והגברים הפעילים למען חופש הבחירה של הלידה בישראל- מודאגות מאוד מרוח מסמך זה אשר יפגע משמעותית בזכות הנשים על גופן במדינת ישראל.
לכל אישה זכות בסיסית לבחור ולקבוע את המקום והאופן בו תלד את ילדיה. כמו כן יש לה זכות לקבל עזרה ותמיכה מקצועית שיאפשרו לה לממש את בחירתה באופן בטיחותי. בישראל יש ציבור הולך וגדל של נשים אשר בוחרות באופן מושכל ללדת את ילדיהן מחוץ לכותלי בי"ח כפי שקורה במדינות מערביות רבות. העדויות המחקריות מן הארץ ומן העולם בנושא בטיחותן של לידות בית הן חד משמעיות- עבור מרבית הנשים לידת בית עם אשת מקצוע מיומנת היא בטוחה במידה שווה ללידה בבית חולים.
החוזר המחמיר מעמיד מכשולים בדרכה של אישה המבקשת ללדת בבית. מתוך כך זכות הבחירה הבסיסית של נשים נפגעת באופן משמעותי. כאמור, נשים רבות בישראל בוחרות לאחר ברור מקיף, ללדת בבית. אנו מבקשות ממשרד הבריאות להכיר במציאות זו ובבחירתן של נשים כלגיטימית. אנו מבקשות כי המשרד יאמץ מדיניות המכבדת ותומכת בזכותה של אישה על גופה במקום להקשות ולהעמיד לחצים אשר אינם מכבדים את בחירתה.
מיילדות הבית הן שתומכות בנו הנשים ועוזרות לנו במסירות לממש את זכות הבחירה שלנו. כל פגיעה והגבלה באוטונומיה של מיילדות הבית היא פגיעה בציבור הנשים בישראל. ההנחיות החדשות של משרד הבריאות עבור לידות בית, קובעות מגבלות רבות על הנשים המעוניינות ללדת מחוץ לבית חולים וכן מובילות לכבילת ידיהם של אנשי המקצוע הבאים לסייע להן. כבילת ידיהן של מיילדות הבית מעלה דאגה כי נשים אשר אינן עומדות בקריטריונים המחמירים יאלצו ללדת ללא סיוע מקצועי. דבר העשוי להעמיד נשים ותינוקות בסכנה.
באופן מפתיע הנחיות אלה נכתבו ללא התייעצות עם אנשי המקצוע, המיילדות והרופאים, המתמחים בלידות בית בישראל. אנו קוראות למשרד הבריאות לצרף לתהליך קביעת ההנחיות את מיילדות הבית ואף את נציגות ציבור היולדות. אנו קוראות להסיר מגבלות מיותרות ולהשאיר את ההחלטות ואת שיקול הדעת בנוגע לביצוע בדיקות בהריון ובלידה וכן בנוגע למעבר לבית חולים בידי האישה היולדת והמיילדת בה בחרה. אנו דורשות שהזכות הבסיסית של אישה לבחור את מקום הלידה וזכותה ללדת באופן בטוח עם ליווי מקצועי יכובדו.
כולנו תקווה לשיתוף פעולה פורה בין ציבור הנשים, מיילדות הבית והגורמים הרלבנטיים במשרד הבריאות למען שלומן ובטיחותן של נשים בישראל וילודיהן[1].

Subject: The New Notice on Homebirth Policy and Its Severe Violation of the Rights of Women
Greetings,
It has come to our knowledge that in the near future, you will receive a proposal for a new notice on homebirth policy. We--the public of birthing women and the women and men who labor towards freedom of choice in birth in Israel--are very concerned about the spirit of this document, which will significantly interfere with the women's right to their own bodies in theState of Israel.
Every woman has a basic right to choose the place and the way in which she will give birth to her children. So, too, does she have the right to receive the professional care and support that will allow her to carry out her decision safely. In Israel there is a growing population of women who choose, rationally, to give birth outside of the hospital, just as this is done in many other Western countries. The scientific evidence gathered in Israel and throughout the world on the safety of homebirth is clear--for a majority of women, homebirth with a trained professional is just as safe as birth at the hospital.
The draconian notice sets many obstacles before a women who chooses to give birth at home. Because of this, women's basic freedom of choice is significantly violated. As we mentioned, many women in Israel choose to give birth at home after extensive research. We ask the Ministry of Health to recognize this reality and these women's choice as legitimate. We ask that the Ministry accept a policy that honors and supports the right of women to their bodies, rather than limiting her and submitting her to pressures which do not honor her choice.
The homebirth midwives are the professionals who support us and help us carry out our freedom of choice. Every limitation and violation of homebirth midwives' autonomy is a violation towards the population of women in Israel. The Ministry of Health's new guidelines for homebirth set many limitations upon women who wish to give birth outside of hospitals and chain the hands of the professionals who are there to help them. The chaining of homebirth midwives' hands raises the concern that women who do not fit the overly strict criteria will be forced to give birth without professional help. This could endanger the lives of these women and their babies.
The new guidelines were written without consultation with the professionals, the midwives and doctors, who specialize in homebirth in Israel. We call upon the Ministry of Health to include the homebirth midwives and the representatives of birthing women in their decision-making process for setting down the guidelines. We call to remove unnecessary limitations and to leave the decisions and the considerations concerning prenatal and perinatal testing, as well as those concerning transfer to the hospital, in the hands of the birthing woman and the midwife she chose. We demand that the basic right of a woman to choose her place of birth and her right to give birth safely with professional support be honored.
We hope for and look forward to fruitful cooperation between the population of women, the homebirth midwives and the relevant parties in the Ministry of Health, for the sake of the safety and well-being of women in Israel and their babies. [1]
