ילדות וילדים של תושבות ותיקות, מהגרות ומבקשות מקלט - דורשים לחיות!

בשנים האחרונות רוכזו בשכונות הדרומיות בתל אביב עשרות אלפי מבקשי מקלט ברובם גברים. מצד אחד ממשלת ישראל מכירה בכך שמבקשי המקלט מסודן ומאריתריאה אינם ברי גירוש למדינות המוצא שלהם, אך מצד שני אינה מאפשרת להם נגישות לזכויות בסיסיות כמו עבודה, בריאות ורווחה מה שגורר מצוקה רבה של תושבות/י האזור. בשל מדיניות גזענית ומכוונת, שכונות דרום העיר ת"א, ובראשן שכונת נווה שאנן, הפכו לאזור מוכה אסון! הראשונים להיפגע ממדיניות מכוונת זו של יצירת גטאות בדרום העיר הינן נשים, ילדים וקשישות. לאחרונה חמישה תינוקות איבדו את חייהם כתוצאה מהמצוקה הקשה באזור ובגנים בהם מצטופפים מאות תינוקות ופעוטות, ההזנחה הפכה מסכנת חיים וילדים חפים מפשע משלמים את המחיר!

 אנו, תושבות ותושבים בשכונות דרום תל-אביב-יפו, דורשות ממשלת ישראל להכיר במצב הבלתי אפשרי בשכונות בהן אנו גרים ולפעול מיידית ליישום הדברים הבאים-

 (1) להכריז בדחיפות על דרום תל-אביב כאזור מוכה אסון בעל עדיפות לאומית; (2) להקצות תקציבים, תקנים ומשאבים נוספים לטובת הקמת מנהלת לשיקום התשתיות ותגבור השירותים, הפיקוח והאכיפה בדרום תל-אביב; (3) לתמרץ פיזור גיאוגרפי של זרים אשר אינם ברי גירוש על ידי מתן אשרות עבודה בדגש על תחומים בהם מועסקים כיום עובדים זרים בדגש על אזורים מבוססים כמו צפון העיר וקיבוצים (4) בדיקת בקשות מקלט על פי סטנדרטים בינלאומיים על מנת להכריע מי יקבל מעמד פליט ומי יגורש (5) הקמת ועדת חקירה לאומית שתבקר בדרום ת"א, תמפה את הנזקים וההפלייה ההיסטורית והנוכחית ותפעל לשיקום האזור (6) במקום הזרמת כספים למתקן חולות שעלה למדינה 323 מליון ש"ח וקיבולת הכליאה המקסימלית בו הינה 3,000 איש, להזרים את כספים אלו במיידית לטובת שכונות דרום ת"א (7) פעילות למיגור תופעות של סחר בנשים אשר מתרחשות לעיני כל במכוני זנות בדרום ת"א (8) פעילות למיגור סחר בסמים אשר מתרחשות לעיני כל בדרום תל אביב

 אנחנו לא מוכנות שילדות וילדים ישלמו את המחיר על שנים של הפלייה והזנחה! הגיעה   העת לפתרון אמיתי, מערכתי וארוך טווח לרווחת כלל התושבות והתושבים בשכונות דרום העיר תל-אביב-יפו

 Children of Israeli Residents, Immigrants and Asylum Seekers Demand to Live!

In the recent years ten thousands of asylum seekers, mostly men, were brought to Tel Aviv's Southern neighborhoods. On the one hand, the Israeli government acknowledges the fact that Sudanese and Eritrean refugees cannot be deported back to their countries of origin. On the other hand, it denies their access to basic human rights such as work, health and welfare – which causes distress among the area residents. As a result of this intentional racist policy, the Southern neighborhood of Tel Aviv, and Neve Sha'anan in particular, became a disaster area! This policy harms, first and foremost, women, elderly people and children. Only recently five babies have lost their lives due to the grave scarcity of kindergartens, daycares and preschools in the area. Hundreds of toddlers and children are crowded in the existing places, negligence became life threatening and innocent children pay the price!

We, residents of the Tel Aviv's Southern neighborhoods request that the State of Israel will acknowledge the existence of this intolerable situation in our neighborhoods and will act immediately as follows:

1. Declare right away Southern Tel Aviv a disaster area of high national priority;
2. Allocate budgets, jobs and other resources for establishing an agency that would renew infrastructure and enhance services, supervision and law enforcement in Southern Tel Aviv;
3. Give incentives aimed at a more even geographic dispersion of non-citizens who cannot be deported by granting work permits for fields where immigrant workers are employed in wealthier areas such as Northern Tel Aviv and Kibbutzim;
4. Examine asylum seeking applications according to international standards in order to decide who is eligible for the asylum seeker status and who is to be deported;
5. Establish an international inquiry commission which would visit Southern Tel Aviv, map the damages and the historical as well as current deprivation and would work to rehabilitate the area;
6. Transfer the money that was allocated for the Holot detention facility (which has the capacity for 3,000 persons) – 323 million NIS – to Tel Aviv Southern neighborhoods;
7. Act to end the trafficking in women which takes place in broad daylight in Southern Tel Aviv prostitution houses;
8. Act to end the drug dealing which takes place in broad daylight in Southern Tel Aviv.

We cannot let children pay the price for years of discrimination and negligence! It is time for real, systemic and long-tern solution for the benefit of all residents of Southern Tel Aviv-Jaffa.
