תושבי אפרת חותמים על עצומה למען תושבי הדגן
מי הם תושבי הדגן?
הגבעה יושבה על ידי "ישיבת שיח", תלמידיה ואברכיה לפני כ13 שנה. הקראוונים, שהובאו לכאן בחלון הזדמנויות פוליטי קצר, נמסרו לניהולה של הישיבה. מאז, ועד היום, הקראוונים מאוכלסים בעיקר על ידי תלמידי הישיבה ובוגריה - זוגות צעירים ומשפחות בתחילת דרכן. אופייה הייחודי של הגבעה, נובע מאופייה הייחודי של ישיבת שיח.
את חשבון הארנונה והשמירה, כמו כל תושב – אנחנו משלמים למועצה. את חשבון החשמל והמים אנחנו משלמים לישיבה. בשנים האחרונות, הישיבה, החליטה להתנתק כלכלית מהתושבים, והקצתה לעצמה שבעה קראוונים לאברכים של הישיבה. איכלוס שאר הקראוונים הועבר לוועד הגבעה, המנהל רשימת המתנה. אברך, המסיים את לימודיו בישיבה, ובדר"כ מעוניין להישאר לגור בגבעה, נשאר לגור בה.
כל מי שקורא את ספרו של הרב ריסקין, "ציוני דרך", עומד נפעם אל מול גבורתם של תושבי גבעת הדגן בתקופות הקשות. הרב מספר על תקופת האינתיפאדה השנייה, בה ירו על מבני הגבעה, ותושביה התעקשו לחזור אליה, שכן אילולי יחזרו אליה: "הגבעה תישאר בלי תושבים ובלי הגנה, והפלסטינים יתקרבו ויתחילו לירות אל לב אפרת... גבעת הדגן מוכרחה להישאר מאוכלסת ומוגנת. הם רואים את עצמם מחויבים להישאר." (עמ' 329).
אין ספק שגבעת הדגן מצויה היום בתוך גדר ההפרדה, גם בשל היאחזותם של תושביה לאורך השנים במקום. וכיום, כפי שמסיים הרב ריסקין את הפרק העוסק בגבעת הדגן: "יש לנו אישור ממשלתי לבנות בה בתי קבע מאבן ירושלמית". תושבי הדגן, שמחים על כך, ועל הזכות הגדולה שנפלה בחלקם להיות בין הגורמים להמשך בניינה של ארץ ישראל.
ומה קורה היום?
היום, תושבי הדגן מוצגים באופן שונה לחלוטין. בישיבת המועצה מ11.3.2012, תושבי הדגן מכונים "פולשים"(!), אנחנו מואשמים בעלילת שווא כאילו אנחנו משכירים לאחרים מבנים שאינם שלנו ("שכירות משנה"). כל זאת, על ידי לא אחר מאשר רביבי. בנוסף, מציע אחד מחברי המועצה (שם. ניתן לקרוא את הכל באתר האינטרנט של המועצה), "להקשות להם את החיים שם", וכן לנתק לנו את המים.
אז מדוע מאשימים אותנו בהאשמות שווא?
יש לזכור כי בתקופת איכלוסה הראשוני, רק הכניסה הדרומית היתה קיימת והדגן מוקמה בסוף היישוב. הביקוש היה נמוך ומי שהתגורר שם, על אף הקשיים, נחשב "חלוץ". אך כידוע לכולנו, לא כך הם פני הדברים כיום. נפתחה הכניסה הצפונית, המצב הביטחוני ב"ה טוב. והגבעה הפכה לאזור נדלנ"י שרבים לוטשים אליו עיניים. בנקודת זמן זו, הפכו התושבים למטרד, מחלוצים לפולשים.
ומה עושה רביבי בנידון?
הוא לא רוצה אותנו כאן. מבחינתו, שנעלם.
הדרך לעשות כן היא לנסות וללחוץ עלינו לחתום, שאנחנו מוכנים לשלם שכר דירה למועצה על הקראוונים. זאת, למרות שהקראוונים לא שייכים למועצה, ומעולם היא לא הוכיחה אחרת או אפילו טענה כך באופן רשמי (חוץ ממספר מועט של קראוונים, ש"לפתע", לפני כחודש, המועצה הכריזה שהם שלה).
אם נחתום, סבור רביבי, יהיה אפשר לפנות אותנו: "קרוואן עם חוזה יותר קל לפנות מאשר קרוואן בלי חוזה". ובשביל שנחתום הוא מפעיל שיטות לחץ שונות.
מהן שיטות הלחץ?
א. כיום הישיבה גובה מהתושבים מים וחשמל. תעריפי המים והחשמל המוסדיים גבוהים באופן משמעותי מהתעריפים הרגילים. כשמנהל ישיבת שיח ביקש שהמועצה תמלא את חובתה לתושבים, תספק להם מים ותגבה מהם תשלום, אמר רביבי, באופן גלוי "אני לא מבין למה אני צריך לשנות מהסטטוס קוו שקיים" (פרוטוקול המועצה הנ"ל).
המים והחשמל הם השוט של רביבי כנגד התושבים: "השוט היחיד שיש לי כנגד התושבים הוא להחזיק אותם עם שעוני המים ושעוני החשמל עד שהם חותמים איתי על חוזי שכירות." כך מתבטא רביבי כנגד תושבי הדגן, באותו פרוטוקול.
ב. כל מי שמגיע לגבעה, מזדעזע בראותו את מצב התשתיות הציבוריות. את השבילים הלא סלולים, את שלוליות הענק (בחורף), את גן המשחקים הרעוע והלא בטיחותי וכו'. במהלך השנים הגבעה הוזנחה כמעט לחלוטין על ידי המועצה. לא אנחנו אומרים זאת. אמר זאת רביבי, כשנכנס לתפקידו (אפרעתון, גיליון 53). לצערנו, הוא לא ניסה לשנות את המצב. להפך. כמובן, כל עוד התושבים לא חותמים על החוזים, שיאפשרו את פינויים...
האם תושבי אפרת יעמדו מנגד?
הרב אברהם יהושע השל, קבע כי "בחברה דמוקרטית האחריות על עוולות שייכת לכולם, גם על העומדים מנגד".תושבי אפרת ששוחחנו איתם תמכו בנו, עודדו אותנו להילחם ולהפסיק להיות נחמדים, ותיארו את האסטרטגיה של רביבי כ"השתמש וזרוק".

Who are the residents of Givat HaDagan?
The Dagan was settled by Yeshivat Siach (renamed Siach Yitzchak in 2004) and its students 13 years ago. The caravans were given during a brief political window of opportunity & were handed over to the Yeshiva for its use. Our electric and water bills were paid to the Yeshiva. We pay our municipal tax and security fees to the Moetza, like every other resident of Efrat.
Up till now, the caravans were populated mostly by the Yeshiva students and alumni. In recent years, the Yeshiva decided to disengage economically from the residents, and assigned herself with seven caravans for students of the yeshiva. Usage of the rest of the caravans was to be decided by a committee of residents of the Dagan who manage a waiting list. An Avrech (married yeshiva student), upon concluding his studies at the Yeshiva, usually wants to stay on and live on the Givah. The special atmosphere of Givat Hadagan is a reflection of the unique characteristics of Yeshivat Siach.
Anyone who reads Rabbi Riskin new book, "Milestones", cannot but be moved by the bravery of the Dagan's residents during difficult periods. Rabbi Riskin tells of the period of the second intifada, when the Hill was fired on, and the residents insisted on returning to the Givah because "the hill will remain without inhabitants and without protection, and the Palestinians will encroach upon and start shooting into the heart of Efrat... Givat HaDagan must remain inhabited and protected. The residents see themselves obligated to stay. " (P. 329)
There is no doubt that the fact that the Dagan is now within the Security Barrier, is due to the stubbornness of the residents to remain over the years. And now, as Rabbi Riskin ends the chapter on the Dagan Hill: "We have government approval to build permanent homes made of Jerusalem stone." Residents of the Dagan are happy about it and of the privilege of being among the continuing builders of Israel.
And what is happening today?
Today, residents of the Dagan are presented very differently. In a meeting the Moetza held (dated 11.03.2012), the residents of the Dagan are described as "invaders" (!). We are falsely accused of subletting our homes. All this, by none other than Oded Revivi. Moreover, one council member (see the Moetza website) suggested to find creative ways to "make it impossible for them to live there", and went so far as to suggest that our water get cut off.
Why are we being accused in such a manner?
Remember that during the initial population of the Dagan, only the southern entrance to Efrat existed and the Dagan was placed at the opposite end of Efrat. Demand to live here was low and those who did live here, despite the difficulties, were considered "pioneers". But as we all know, this is not the case today. The Northern entrance has been opened & Baruch Hashem the security situation is good, and the hill has become very desirable real estate. At this time, the residents have become a “nuisance” & those who were once saluted as “pioneers”, are now invaders.
What is the Mayor, Oded Revivi, doing about this?
He does not want us here. Ideally, he would like us to disappear.
The chosen path is to pressure us into signing a contract stating that we are prepared to pay rent to the Moetza for the caravans, despite the fact that the caravans do not belong to the Moetza, and it has never demonstrated or even claimed otherwise (except for a small number of caravans, that the Moetza "suddenly", about a month ago, announced ownership of them).
If we sign Revivi believes that it will be easier for him to evict us, as "a caravan with a contract is easier to evict than a caravan without a contract." And as this is his goal he is using a variety of methods of pressure.
What are the methods?
- Currently we are charged for water and electricity through the Yeshiva as a community. Therefore we are paying institutional rates which are nearly double the rates of private residents. When the manager of the Yeshiva requested that the Moetza do it’s duty to the residents by providing us with water & charging us as private residents, Revivi openly said, "I do not see why I should change the existing status quo" (Council protocol above).
Water and electricity are the whip used by Revivi against the residents: "my only whip against these residents is to keep them with water meters and electric meters until they sign leases with me." Thus decried Revivi against the people of the Dagan in the same meeting.
- Anyone who comes to the hill, is shocked by the state of public infrastructure, by the unpaved paths, the huge puddles in the winter, the rickety unsafe playground etc. Over the years, the Hill has been almost completely neglected by the Moetza. It is not just us that say this. Revivi said this when he took office (Efraton, Issue 53). Unfortunately, he did not try to change the situation. On the contrary, as long as residents do not sign contracts that allow the evacuation (you get the picture)...
So what can be done?
Rabbi Abraham Joshua Heschel, stated that "in a democratic society the responsibility for wrongs is thrust upon everyone, even the bystanders."
We believe that the residents of Efrat will not stand idly by.
At this time we are collecting signatures of Efrat residents on a petition calling the Mayor to change his approach substantially towards the residents of the Dagan. This neglect cannot continue. The Council must sit with the residents fairly, and check how they can provide services to residents of the Hill like the rest of the Efrat neighborhoods. This, without conditions and threats.
