דורשים שקיפות מקצא''א

חברת קצא"א היא חברה ממשלתית העוסקת בשינוע ואחסון דלקים מסוגים שונים. לאורך השנים שורת תקלות בתשתיות והתנהלות החברה גרמו לנזקים סביבתיים רבים.

במהלך שנות פעילותה קיבלה קצא"א חיסיון ממשלתי ע"פ חוק. כיום אותם הגורמים שבעקבותם הוחל החיסיון כבר לא קיימים, ואין בו יותר צורך. קצא"א נהנתה מהחיסיון לאורך שנים, וניצלה אותו בעיקר בהסכמים האחרונים שנעשו על מנת להסתיר את פרטי ההסכם ולהקשות את הביקורת עליו, ולמנוע ניסיונות ביטול שלו.

לאחר תהליך לימוד מחשבה ודיון במסגרת לימודי אזרחות, הגענו למסקנה שאם נצליח לגייס תמיכה ציבורית שתתמוך בשינוי תנאי החיסיון והניהול של קצא"א נוכל להוביל לשינוי המדיניות בממשלה. תהיה לכך השפעה אמיתית על התנהלות תקינה ושמירה על איכות הסביבה באיזון עם צרכים כלכליים.

אנו קוראים לממשלה לשנות את המצב הקיים ולהעביר את קצא"א שתהיה תחת משרד האנרגיה. בנוסף, אנו קוראים להוסיף לדירקטוריון של קצא"א נציגים מהמשרד להגנת הסביבה, משרד הבריאות ונציג ציבור. כל אלו יתנו איזון להחלטות שמתקבלות במסגרת החברה. אנו קוראים להוריד את סעיפי החיסיון שאינם רלוונטיים כבר.

EAPC is a government company in the business of transportation and storage of oil. Throughout its history, a series of technical and organizational errors have led to many serious environmental crises.

Since its inception, the EAPC has enjoyed an exemption from governmental oversight, mandated by law. Today, the reasons for said law no longer apply, and it is needless. The EAPC has misused this exemption to hide the details of its “secret deal” with the UAE and stifle its criticism.

After a a process of study and discussion in our Nationality class, we have come to the conclusion that if we could get public support for changing the current state of affairs, we could cause a real change in Government policy. This would have a serious effect on Environmental and Economic issues. We request the Government move the EAPC’s status to a branch in the Ministry of Energy. Additionally, we request that the government add to the board of the EAPC representatives from the Ministries of Environment, Health and Tourism as well as a public representative. We request the Government repeal the exemption clauses the EAPC enjoys, as there is no longer need for them.
